The United States has an obligation, under the Vienna Convention on Consular Relations, to ensure that a detained foreign national is informed of the right to contact his or her consulate and request consular assistance. The Seventh Circuit recently concluded that claims for civil remedies for violations of this treaty may be brought under a civil rights statute.
